REGA explicitly designated digital fractional ownership as one of four official ownership categories under the Foreign Ownership Law effective January 2026. This is not an alternative or workaround — REGA called it a “key innovation” in the new framework, establishing a formal regulatory pathway for technology-enabled property investment.
Digital fractional ownership allows investors to acquire partial interests in real estate assets through tokenized structures registered on digital platforms. For New Murabba, this creates an access point for investors who cannot meet full-unit purchase thresholds (starting at approximately SAR 340,000 for a studio) but wish to hold exposure to the district’s property values.
The regulatory framework for fractional ownership intersects with CMA’s securities regulations, as tokenized property interests may constitute investment securities depending on their structure. CMA has been developing regulatory guidance for digital asset offerings, and the intersection of REGA’s real estate framework with CMA’s securities oversight creates a dual-regulated environment.
Implementation details — including platform licensing, secondary market trading rules, and cross-border access for foreign fractional owners — are being developed through implementing regulations. The 5 percent transaction fee structure for foreign ownership may apply to fractional interests, though the mechanism for calculating fees on partial interests has not been finalized.
